Do not include cases that have come off hold within the past week to the 3 weekly non consecutive action report

When we produce the 3 week non consecutive action list we filter out cases that are not on hold and distribute to the team, but we are getting feedback to say cases that have come off hold within the past week are on the list. From a case completion pov it shows that the case has been worked on through putting it on hold, but from a report pov this is not the case so is showing inflated figures - can this report accurately reflect the work done via the case list.
